Уважаемые участники Медиа-форума!
Приветствуем вас на гостеприимной казахстанской земле!
Проведение Международного Медиа-форума в Казахстане – традиционный повод заявить о проблемах СМИ и преследованиях журналистов в современном мире. Особенно эта тема становится актуальной в последнее время. По этому поводу уже высказались Генеральный секретарь ООН, Генеральный директор ЮНЕСКО, международные организации «Репортеры без границ», «FreedomHouse» и другие. Оценки сходятся в одном: наблюдается наступление на свободу слова, усиливается давление на журналистов. Где-то в большей степени, где-то – в меньшей. В Казахстане в этом плане ситуация стабильно тревожная.
Мы хотим продемонстрировать на примере преследования Главного редактора газеты «Трибуна. Саяси калам» Жанболата Мамая.
Этот журналист четвертый месяц находится в заключении. За это время с ним не проводится никаких следственных действий. Выдвинутые против него обвинения не имеют доказательной базы и построены на умозрительных предположениях.
Все это время здоровье и жизнь талантливого журналиста подвергается опасности. Уже в первые дни заключения он был подвергнут избиению со стороны сокамерников по заказу заинтересованных структур. Однако следственные органы пытаются представить это происшествие клеветой и выдумкой Жанболата.
Нами зафиксированы номера телефонов, с которых звонили избивавшие Ж.Мамая и вымогали деньги у его жены. У нас есть свидетели, получившие информацию об избиении журналиста от начальника ДУИС Туякбаева и начальника СИЗО Бахтыбаева.
Членами комиссии Национального превентивного механизма документально зафиксированы побои журналиста в СИЗО. Комиссией были представлены рекомендации о немедленном переводе журналиста в другую камеру. Но давление на журналиста продолжалось еще три дня.
Избиение Жанболата Мамая представляло реальную угрозу его жизни, а нахождение в камере с уголовниками, грозившими его убить, было применением пыток с целью оказания давления признать вину.
Избиение журналиста имело большой общественный резонанс: Комитет защиты журналистов из Нью-Йорка, репортеры без границ из Парижа, Международная федерация журналистов из Брюсселя, FreedomHouse и другие правозащитные организации выступили с заявлениями в защиту Жанболата Мамая.
В этой связи мы просим участников медиа-форума также высказать свою позицию по данному преследованию журналиста и дать указанным нарушениям прав человека адекватную политическую и юридическую оценку.
Мы надеемся, что ваша принципиальная позиция и поддержка в форме обращения к Президенту и Правительству РК, поможет добиться освобождения журналиста Жанболата Мамая.

Dear participants of this Media Forum,
We are happy to welcome you in our hospitable land.
The International Media Forum held in Kazakhstan has now become a tradition to provide a context to discuss the problems the media are facing, as well as the persecutions of journalists in the modern world.
This has become especially topical in light of recent events. The United Nations Secretary General, UNESCO’s Head, international organisations such as Reporters Without Borders, Freedom House, and others, have all voiced their opinion in this respect. They all seem to agree on one single thing: there is an unprecedented attack on freedom of speech and on journalists. The extent of it varies from place to place, but it is a definite fact. As for Kazakhstan, the situation has been consistently concerning.
We would like to illustrate this point using the example of persecution against Zhanbolat Mamay, Editor-in-Chief of the Tribuna.SayasiKalam newspaper.
This journalist has been imprisoned for five months now. All accusations that have been brought against him have no basis in evidence and are all built on speculative conjectures. All this time, the health and even the life of this talented journalist has been in grave danger. On the very first days of his imprisonment he was beaten by cellmates acting on the orders of certain interested structures. However, the investigation has been trying to picture it as Mr. Mamay’s detraction tactic and a fantasy.
We, however, have been able to record the phone numbers from which those who beat him up were calling his wife with threats of extortion. We have witnesses who had been informed of the beating of the journalist by Mr. Tuyakbayev, a head of the Department of Correctional System, and Mr. Baimaganbetov, head of the detention centre.
The members of the National Preventive Mechanism had documented the beating the journalist had suffered while at the detention centre. The commission had recommended that he be immediately transferred to a different cell. However, the pressure had still not ceased for another three days.
The beating presented an actual threat to Mr. Mamay’s life, and being in a cell with criminals who had threatened to murder him was in fact torture effected with the single purpose to force him into admitting guilt.
The beating had caused a public outcry: The New York Committee to Protect Journalists, Reporters sans frontiers from Paris, the International Federation of Journalists from Brussels, Freedom House, and other civil society organisations have all come forward with statements to protect Zhanbolat Mamay.
In this regard, we are asking the members of this Media Forum to also voice their opinion on this persecution of a journalist and provide an adequate political and legal assessment to this violation of human rights.
It is our hope that your principled position and support in the form of a statement addressed to the President and Government of the Republic of Kazakhstan will help free Zhanbolat Mamay, the journalist.
